Takoma Park/Silver Spring Campus Projects Updates – October 13, 2023

Dear Neighbors,

Thank you for your interest in the Takoma Park/Silver Spring Campus construction projects. We strive to keep our neighbors informed about significant construction events with this weekly email notification.

This notice provides information on the construction of the Catherine and Isiah Leggett Building the campus library renovation in the Resource Center, and the Facilities Master Plan work for Montgomery College.

Upcoming activities are listed below:

Community Meeting Feedback

• Based on the feedback received during the recent FMP meeting about the construction projects, we have informed BMC and Gilbane about the noise concerns raised and the College’s commitment to adhere to the prescribed noise ordinance. BMC and Gilbane have assured us that they will review their operations to ensure compliance. Additionally, we expressed concerns about increased traffic on Takoma Avenue. Both contractors, and particularly BMC, took swift action this week to issue strong guidance to subcontractors about traffic routes. BMC will step up measures to monitor traffic.

Leggett Building—Construction

• Takoma Avenue Work: Work for the creation of the new parking lot on Takoma Avenue continues as discussed both at the recent and previous Project Update Forums. BMC revised their plans for the concrete operation so that concrete trucks entered the site from Fenton Street and worked inside the expanded fence line, so as not to disrupt Takoma Avenue. The pouring of the new sidewalk and curbs is now complete. The next stage of work will be asphalt paving to connect to Takoma Avenue. This work will also be performed from inside the expanded fence line. However, asphalt trucks will enter the site from Takoma Avenue, but operate from inside the fence. The activity on Takoma Avenue will be limited to 5 to 10 minutes as each truck enters and exits the site from the street, with traffic control measures in place. There will be multiple trucks per day over the course of two to three days the likely duration of this phase of the project. The sidewalk on Takoma Avenue near the driveway entrance will be partially closed for the duration of this work. 
• New York Avenue Work: The work to replace the internal campus roadway leading from New York Avenue is complete.  
  
• Deliveries: As previously updated, materials are being delivered on-site for use within the structure. All trucks are required to follow designated routes to and from the site and must enter and exit on Fenton Street from Philadelphia.

Facilities Master Plan

• Final Plan Meeting: Thank you to all who joined us for our last virtual meeting focused on the final draft of the Facilities Master Plan for the Takoma Park/Silver Spring campus! To view the recording of the session, please visit our website.
  
• Next Steps: With the conclusion of our community meetings, the final draft of Facilities Master Plan will now go to the Board of Trustees for review and approval before submission to the state

Project Update Forum

• Thank you to all who joined us for our quarterly virtual Project Update Forum. This session provided an update on the status of the Leggett Math and Science Building and the Library/Resource Center Renovation projects and gave an overview of upcoming phases. Library/Resource Center—Renovation

• Roof Painting: The re-painting of the existing roof of the Library/Resource Center is continuing. The paint is applied via spray and no additional noise is expected.
• Main Entrance: Excavation for the new entryway to the Library/Resource Center is progressing. Noise is minimal but consistent as this work continues.
• Exterior Work: The exterior framework installation for the new façade is advancing.
